It can detach and attach its top hat like part at will. You'll know if you're becoming great friends with one if it offers you a berry from it.

Although it may look unfriendly, it's as sweet as its pre-evolutions. It only uses its fighting skills in battles, and the deadly mace at the end of its hair works great as a portable disco ball.
