This is definitely better than Wrong (2012), but it's still weird. It's notable for presence of goofball Marilyn Manson who appears to be playing a teenager. So there's that.
It's pretty surreal, in a lot of places. You've just got these dodgy cops doing dodgy things. Dealing drugs inside duct taped rats. Bribing each other and others. Creating crazy weird music. Shooting people. Holding women at gunpoint to see their breasts. Hiding their gay-porn pasts from their kids. There's a lot of weirdness going on.
It's kind of random. There's not really a super-coherent story, but it has some hilarious characters and funny moments. It's uncomfortable, or it could be for some people, working that fine line between explicit subtexts realised and comedy.
The dog-guy from Wrong does get a cameo.
If you like weird and unusual ideas generally well executed, it's a thing.
